Aim
School is to be understood as a lifeworld and place where children experience systems and figurations of values, rules, autonomy, and togetherness. School cultures reflect the relationship between individualisation and community. This course introduces theories of school, the history of ideas of modern education, and concepts of educational governance.
Content
- Discourses on school and school theories (including instituetics, school and change, right to education, foundation on evidence)
- Understand and compare school systems: Development and structure of the Austrian school system in the national and international context (including multi-level system of schools, functions of educational standards and assessments, evidence in the school system)
- Aspects of school autonomy (including structural models, international context)
- Dimensions of school, teaching, and quality development (including orientation frameworks and evaluation such as Q.I.S., QIBB, SQA, Q2E, foundation on evidence and orientation)
- School as a lifeworld and as a learning organisation (including leadership and school management, leadership culture, school programme and profile building, professional learning communities, school of diversity, current developments and reforms in the school system, and reflection on school experiences)
- School culture, school ethos, and school climate (including school as an our world and we world)
- Aspects of professional learning communities
- Legal frameworks and legal relationships
- Development of a reflexive–researching attitude: Methods of international comparative school system research, methods of competency assessment and scientific research using the example of school systems, school development, and assessments.

The graduates ...
- are familiar with the historical development of the school system and can classify and describe national and international developments in the field of schooling
- can reflect on school and its structure in its social conditionality and historical interconnectedness and discuss school as a place of different cultures
- are familiar with essential points of orientation and values that guide Austrian schools (human rights, UN Convention on the Rights of Persons with Disabilities, School Organisation Act, curricula)
- can assess measures for quality assurance and development with reference to school culture and school ethos and discuss different orientation frameworks by way of example
- have knowledge of cooperative forms of work and dynamics in professional learning communities and can differentiate different aspects of learning communities
- are familiar with models and theories of participative school and lesson development
- are familiar with the essential legal bases for professional action
- reflexively deal with historical and current developments and reforms in national and international comparison.
